numbers May 28th that indicate André moved up in the polls by 8 percentage points
while every other candidate running for governor has dropped considerably.
South Carolinians are applauding André's hard work ethic, honesty, and drive to
move South Carolina forward. However, we cannot become complacent because the GOP
Primary is right around the corner.

Last night André's message of Hard Work, Breaking the Cycle of Welfare Dependency,
and Fiscal Conservatism resonated well with debate watchers as he WON the WIS-TV
Poll with 43% over the entire Republican and Democratic field of candidates. The
second place finisher trailed Andre by 18%.

A tax increase on South Carolina families came at the darkest hour

With a track record of successfully stopping more than $2 billion in tax increases
over the past eight years, I never in my wildest imagination would have foreseen
that in the darkest hours before dawn last Friday I would be unable to halt millions
of dollars in tax increases disguised as vehicle registration fees and increases
in hunting and fishing licenses.
As presiding officer of the Senate I had ruled the fees out of order. My ruling
was right. There was objection to my ruling, and the Senate voted 28-14 to overturn
my ruling, an action unprecedented in the previous seven years I had served as lieutenant
governor.

André Bauer works the crowd just moments before the debate at the Propeller Club
begins, as at least two of his GOP gubernatorial opponents chat at the dais. Bauer
comes across as an old-style Southern politician, smiling and shaking hands -- a
people person, even compared with other politicians.
But he can turn serious when talking about the issues, as he does this night when
asked whether he supports Arizona's new law allowing police to detain anyone suspected
of being in the country illegally. Bauer sidesteps the immigration question and
talks instead about the economic reasons why so many people are pouring into this
country to seek work. He said that too many in the state don't want to do the existing
jobs.
"We don't have a labor force that wants to do these jobs because we've made sitting
on your duff more financially rewarding than doing these jobs," he said, drawing
applause that's rare on this evening. "Laziness is not a disability. You can make
that the headlines tomorrow. We've got to address these giveaway programs to able-bodied
people who should be working and don't feel like doing it."

Report: Bauer raised $479K this year
The State - April 12, 2010
Lt. Gov. Andre Bauer is on equal footing with other Republican frontrunner for the
gubernatorial nomination as the primary campaign heads into the final stretch.
According to Bauer's campaign report, filed today, he has $1.4 million on hand after
raising $479,000 between January and April. Coupled with his lower spending rate -- $130,000 --
Bauer has as much money as the two leading fundraisers, U.S. Rep.
Gresham Barrett and Attorney General Henry McMaster.
The fourth candidate in the field is Lexington state Rep. Nikki Haley. The primary
is June 8.

To my colleagues in the S.C. General Assembly:
As you know, President Obama and Congress have - against the wishes of the majority
of the citizens of this nation - enacted a law forcing all citizens to participate
in government-run health care.
I believe this action, left unchallenged, is the beginning of the end of the America
we know and love. The freedoms we have enjoyed in our lifetimes are being steadily
eroded, and future generations will suffer the consequences. The time has come for
bold action, and I am asking you today to join me in leading this bold action.
While there are other steps being considered, I am not certain that any of them
can be successful. Planned lawsuits, I am informed by legal experts, will not likely
be successful. Repeal efforts, while noble, would most certainly be vetoed by the
President, and upheld by his congressional majority. State legislative "nullification"
actions will almost certainly be overturned by the courts.
As I have carefully researched this matter to find a solution, I have found but
one sure-fire way to overturn the new socialized medicine law: a constitutional
convention, called for by the states, as provided for in Article Five of the United
States Constitution.
I am asking you to support a legislative resolution calling for a constitutional
convention, hopefully by joining as a sponsor of the resolution which, at my request,
is already being prepared by Senators Campbell and Cleary in the Senate, and Representatives
Frye and Scott in the House.
If we in South Carolina, along with 33 other state legislatures, pass a resolution
calling for a national constitutional convention, we will be able to make amendment
to the constitution to reverse the dangerous action taken by Obama and Congress,
which will then need to be ratified by 38 state legislatures.
While this action is bold, it is nonetheless an actual, workable solution. (As you
may recall, this is the same action that Senator McConnell, probably our state's
foremost legislative authority, suggested to help solve the illegal immigration
stalemate.)
For you convenience, I am including the pertinent article of the U.S. Constitution
below:
Article V - Amendment: The Congress, whenever two thirds of both
Houses shall deem it necessary, shall propose Amendments to this Constitution, or,
on the Application of the Legislatures of two thirds of the several States, shall
call a Convention for proposing Amendments, which, in either Case, shall be valid
to all Intents and Purposes, as part of this Constitution, when ratified by the
Legislatures of three fourths of the several States, or by Conventions in three
fourths thereof, as the one or the other Mode of Ratification may be proposed by
the Congress...
I am asking you to act quickly to join as a sponsor of this legislation so that
we can move NOW to reverse this law. Every day this law is allowed to stand is day
of oppression of the basic freedoms which have symbolized America. (Today and tomorrow,
I am contacting other state legislatures to ask them to initiate similar resolutions.)

GREENVILLE - Lieutenant Governor André Bauer will officially announce his candidacy
for Governor next week with a 24-hour long kickoff tour that will take place on
Monday and Tuesday. The 15-event tour, set to start at 7:15am on Monday, March 22nd
and end on Tuesday, March 23rd, will allow him to make his announcement in cities
and towns across the state as he shares his message with South Carolinians about
the future of the state.
"I look forward to sharing my vision for the state during the 24-hour long tour
and the days thereafter leading up to the primary. I want to use this tour to meet
the factory worker leaving his shift, the waitress at the diner who works two jobs
to feed her children, the brave men and women who put their lives on the line every
day to keep us safe, and so many more South Carolinians who are facing challenging

Public Assistance Takes Many Forms
When we say "welfare," we primarily think of the Department of Social Services'
family independence program, which in 1995 began limiting the time families could
draw cash benefits and began tying that assistance to training and job searches.
But welfare is not a single benefit as much as a series of uncoordinated programs
offered by numerous state and federal agencies. It includes:
- Food stamps from the Department of Agriculture.
- Housing/rental assistance from the State Housing and Development Board and local housing authorities.
- Medicaid health care from the Department of Health and Human Services.
- Child care through DSS.
- Women, Infants and Children supports from the Department of Health and Environmental Control.
- Subsidized school lunches from the Department of Education.
- Earned Income Tax Credits from the IRS.
- LIHEAP energy assistance through the governor's office and community action agencies.
- Transportation from DSS, DHHS and the Office on Aging.

Andre Bauer offers additional comments on "breeding a culture of dependency"
At a forum this week, I spoke out in favor of finding ways to break the government's cycle of handouts and dependency.
Yes, I believe government is "breeding a culture of dependency" which has grown
out of control, and frankly, amounts to little more than socialism, paid for by
hard-working, tax-paying families against their wishes.
At the same time, I feel strongly that we can and should help our neighbors who
are truly needy. In fact, I've spent much of my last seven years helping those in
need traveling the state to help provide blankets, shoes, food and health care
to those who need it most.
However, there's a big difference between being truly needy and truly lazy.
My suggestion to require parents of children who receive free lunches to attend
parent-teacher conferences is simply a common-sense idea to help break the cycle
of dependency, while at the same time providing a better education and a brighter
future for the children affected.
Requiring drug testing for adults receiving tax-funded benefits is also just good, plain, common-sense.
Yes, I am speaking out for such requirements, even though they may be "politically
incorrect" in the eyes of the news media. It's better for the children, it's better
for the taxpayers, and, in the end, offering a hand up instead of a hand out will
be better for those who have become taxpayer dependents.
Americans are a compassionate people who will always help their brothers who are
truly in need. But we cannot and will not allow those who are simply "riding the
system" to continue to do so without consequence.
Warren Buffet once said, "No one washes a rental car."
He's right. We must find ways to instill some sense of responsibility or consequence
into those who are now a part of the cycle of automatic hand-outs.
Generational welfare is bad for the people on it and bad for the state of South Carolina.

Congratulations to my friend, Senator-Elect Scott Brown, and thanks to all who helped
make this miracle victory a reality. Volunteering in Massachusetts this weekend,
I felt a surge of grassroots Americanism which can change the direction of government.
The energy behind the conservative movement in Massachusetts was unprecedented -
folks were lining the streets, filling auditoriums, making phone calls, and knocking
on doors to support our conservative friend, Republican Scott Brown.

in the latest poll on next year's gubernatorial race. Bauer has not formally announced

COLUMBIA - Lt. Gov. André Bauer held a courtesy meeting with Chinese Minister Guangyuan Liu and his staff Thursday in his Statehouse office. During the meeting, Bauer and Liu discussed the importance of educational priorities, economic development and expanding Chinese business and investment in South Carolina.
"It was a true honor to meet with Minister Liu and his staff today," Bauer said. "Minister Liu and I share a desire to expand the cultural and economic partnership between China and South Carolina. Clearly the Chinese already see the benefit of doing business with our state and I intend to expand this relationship in the years to come."

Lt. Gov. André Bauer took the extraordinary step of promising to remove himself
from the 2010 gubernatorial campaign if Gov. Mark Sanford resigned by this week.
Bauer's offer was greeted with mixed reviews. Some saw it as self-serving, while
others thought it was honorable. On one hand, Sanford's decision to step down would
have moved Bauer into the state's top office. On the other, it would have saved
the state from months of heartache over Sanford and would have allowed Bauer to
avoid the political fray of a campaign next year.
